August 10, 2023 - Notice is hereby given that a meeting of the governing body of the City of Timpson will be held on the 15th day of August, 2023 at 5:30 pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:
1. Call to Order

4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.
5. Presentations & Recognitions: Goodwin Lasiter to announce and discuss the Base Bids (demo & reconstruction of sidewalks, parking, ADA routes and drainage improvements) and Additive Alternate Bids (electrical improvements) received for the TDA Downtown Revitalization Project Contract No CDM21-0138.
6. Citizens Input: This time is provided for members of the public to address the city Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

D. Consider approval of Schneider Engineering to develop the required GIS Service Area Boundary Map preparation and submittal service to the Public Utility Commission
Regular Agenda Items (9-18)
9. Discuss and take action: Discuss and consider Goodwin-Lasiter Strong’s recommendation for the TDA TxCDBG Downtown Revitalization Project Contract No CDM21-0138 awarded to Drewery Construction in the amount of $252,829.00 for the Base Bid and $78,195.00 for the Additive Alternate.
10. Discuss and take action: Discuss and consider funding of the City’s contribution for TDA Downtown Revitalization Project Contract No CDM21-0138.
11. Discuss and take action: Discuss and consider approval of the quote from Duplichain in the amount of $19,370.00 to re-route the sewer line on 3rd St. in preparation for the bridge construction.
12. Discuss and take action: Discuss and consider approval to move approx. $51,000 from American State Bank CD 31414 to Woodlawn Cemetery Savings account 4759 at Austin Bank, leaving a balance of approx. $225,000 in the CD; other cemetery matters.
13. Discuss and take action: Discuss and consider approval of the quote from Duplichain in the amount of $22,000.00 to replace the support beams and roof deck on the storage tank.
14. Discuss and take action: Discuss and consider approval of the quote from Texas Tank Services for the annual tank inspections as required by TCEQ.
15. Discuss and take action: Discuss and consider increasing City water/sewer rates, late fee and mercury light rates for commercial and residential customers.
16. Discuss and take action: Discuss and consider adopting the 2023-2024 Proposed Tax Rate. Read the proposed ordinance regarding the proposed tax rate and percentage of increase, if any.
17. Discuss and take action: Discuss and consider adopting the 2023-2024 Proposed Budget for Water/Sewer, Electric, and General Operating Fund including the Streets, Parks, Cemetery, Court Technology, TVFD, and Payroll.
18. Discuss and take action: Consider a special called meeting, if needed, to work on the budget and/or tax rate. If no special meetings are called, the FINAL BUDGET & TAX RATE will be adopted at the September 19th Council Meeting.
19. Adjourn.
