City of Joaquin: Letter from the Mayor Regarding New Budget, Property Tax

September 10, 2025 - The City of Joaquin prepares a Final Budget for the fiscal year October 1 through September 30, 2026. The Final Budget is divided into separate funds highlighting the revenue, the expenses and the change in fund balances for the Enterprise funds (Water, Sewer, and Gas) and the General Operating funds. The General Operating funds are further broken down into the Public Safety Funds, Economic Development Funds, Hotel Funds, Christmas Funds, and Community Center funds.  The General Budget outlines the operating cost of city services including the maintenance of parks, streets and sidewalks, and the administration of the City Office. After review, discussion, notices and adoption, the Final Budged and Final Adopted Tax Rate, is presented to the Council in September for Adoption. This final Budget and Adopted tax Rate are the instruments used throughout the Fiscal Year as guidelines for operating the city of Joaquin and conducting business. 

In connection with the adoption of a budget the City is also charged with adopting a Property Tax Rate. For 2025, the City is proposing a $0.3813 per $100 valuation which is a 4.39% increase. The tax rate increase is necessary to operate the City of Joaquin and provide the services the citizens expect.

This Final Budget has been prepared by me, Jessie Griffith, as outlined in Texas Government Code, title 4 Finances, Subtitle A. Municipal Finances, Chapter 102.001 and is being presented at the Regular City Council Meeting on Monday, September 15, 2025, for approval. The proposed budget will be available for review at the City Hall and it along with the Proposed Tax Rate for 2025--2026 will be voted on at the Monday, September 15th Regular Council Meeting for Final Approval. Both are available at City Hall and have been posted in compliance with the Open Meetings Act and Truth in Taxation for Small Entities.
