Joaquin City Council Regular Meeting Agenda, July 16

July 12, 2024 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on July 16, 2024 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6pm for the purpose of considering the following agenda items.

The following items are on the agenda for appropriate action:
1. Call to Order:
2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.
6. Department Head Reports:
a. Utility Billing Manager Report
b. Public Works Report
c. City Secretary Report

7. Discuss and take possible action on approving the previous month’s minutes.
8. Discuss and take possible action on approving the Financials for July 2024.
9. Discuss and take possible action on approving the bills for July 2024.
10. Discuss and take possible action: Elect Mayor Pro-Tem to perform mayor’s duties during the mayor’s incapacity or absence. The Mayor Pro-Tem is for one year. The Mayor Pro-Tem retains the right to vote on all matters before the council (and not just to break a tie) while performing the duties of Mayor (Local Government Code Section 22.037 and 23.027).
11. Discuss and take possible action on approving contract with Kyle Stephens for USDA contract.
12. Discuss and take possible action on approving the sanitary control easement form from TCEQ.
13. Discuss and take possible action on approving the Resolution for the TX Dot Boat Ramp Multi-Use Agreement between the State of Texas and/or portions of state highways in the City of Joaquin
14. Discuss, review and take possible action Damage claim from Windstream.
15. Discuss and possible take action on appointing a City Judge.
16. Executive Session: Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074.
A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of an employee’s 90-day review.

17. Council reconvenes and possible action: Possible actions on matters discussed in executive session.
18. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
19. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
