April 13, 2017 - Notice is hereby given that a meeting of the governing body of the above named City will be held on the 18th day of April, 2017 at 5:30 pm. at the City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

a) The City of Timpson would like to present the Shelby County Children’s Advocacy Center with a check in the amount of $551.03 (child safety fee) and recognize the Center for their efforts in Child Abuse Prevention through educational programs and events throughout the county.
b) The Council would like to recognize Municipal Court Clerk Paula Mullins on her 8th year anniversary and City Secretary Leslie Leathers on her 2nd anniversary with the City of Timpson.
7. Public Comment: Notify the public of CenterPoint Energy’s 2016 GRIP Filing for the Beaumont/East Texas Division concerning rate increases.

C. Municipal Court: Reported for the month of March 2017, 66 citations, 75 violations, 0 citations to a minor and 6 citations to a juvenile. Total amount reported $30,017.73 for the Police Department and Court, the city’s portion a (55% Estimate) $16,509.75. In addition, 1,749.16 will be paid to Linebarger for their fees collected in the month of March.
D. City Secretary: Leslie Leathers reporting that Sabrina Rogers with CopSync was here on March 28th to meet with Mayor Smith and Chief Kent Graham. Also, Chief Tim Barton from Garrison was on hand to do a live demonstration. The CopSync grant application has been filed for the Timpson Police Department.

- Early Voting begins April 24th at City Hall and ends May 2nd ; weekdays only
- April 24th and May 2nd are extended hours – 7am – 7pm other days are 8am-5pm
- April 6th - the last day to register to vote or make a change of address in order to be able to vote in the May 6th Election.
- April 25th - the last day to apply for ballots to be voted by mail.
- May 6th --ELECTION DAY-- 7 a.m. to 7 p.m. at the Timpson ISD Gym foryer.
9. Consent Agenda: Items A thru E included under the Consent Agenda require little or no Deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

RegularAgenda Items (10-16)
10. Discuss and take action: Approve the estimate for repairs to the 2008 F150 Electric Department truck from David’s Auto for $1,441.32. (The repairs are for the power steering and air conditioner, a copy of the estimate is included in the packets.)
11. Discuss and possibly take action: Approve $1,000 in additional repairs to the WPA rock wall at SoSo Park. Also, include the hourly amount to be paid to the contractor and what bank account/funds will be used.
12. Discuss and possibly take action: Approve the funding for additional repairs needed to the culvert project at Pecan and Marcus Streets. Angelina Excavating was awarded this bid at the Special Meeting in March 2017 but it did not include a wye inlet at Grand Street for $4,635.00. Even with this additional charge, the bill from Angelina Excavating will still come in under the original bid from Duplichain.
13. Discuss and possibly take action: Approve new fencing at MLK Park. Three bids have been submitted to replace the fencing at the baseball field in the park.
14. Discuss and possibly take action: Approve lease of land (facing 59) for a local fruit stand owner. Discuss liability insurance requirements and rental fees.
15. Discuss and possibly take action: Discuss researching and implementing a panhandling ordinance that lines up with the state statute. The ordinance will bar people soliciting (begging) for money on city property and in public places, from using threatening gestures, refusing to take “no” for an answer and intentionally blocking someone’s path. It will also prohibit panhandling near an ATM or other places people are likely to be caught with their wallets out, including banks and check cashing places. Also discuss fines or penalties that will be attached.
