November 3, 2022 (Flyer link) - The Anderson County Sheriff’s Department issued an endangered missing alert for Courtney Dollgener, 34, who was last seen in the 3900 Block of FM 1817, Elkhart, Texas at 1pm on November 2, 2022.

Dollgener was last seen wearing a dark brown jacket, light pink shirt, black pants and maroon shoes. She is 34 years old, 5 feet tall, weights 250 lbs with black hair and hazel eyes.

Endangered missing alerts are for missing person with intellectual disabilities. If you have information, please call the Anderson County Sheriff’s Department at 903-731-8200.

November 2, 2022 - Emergency crews responded to reports of a single-vehicle crash Monday, October 31, 2022, on State Highway 87 South just over one mile from Shelbyville near CR 2050.

Center Fire Department personnel were requested to assist with Jaws-of-Life in helping to extricate the passenger from the vehicle. When it was determined the vehicle involved was partially on top of the passenger, Center Fire Department used a winch to help pull the truck away so emergency medical services could move the passenger to an ambulance for transport from the scene

Shelby County Sheriff's Department personnel were on scene and assisted, as well as Constable from Precinct 2 and Precinct 1.

According to details from the Texas Department of Public Safety, the preliminary investigation indicates that at approximately 9:50am, a tan 2006 Ford pickup truck was traveling north. It is reported that the pickup left the roadway to the left and struck a light pole. It continued forward and struck a 1997 Cadillac passenger car, which was parked on private property and then overturned on its right side.

The driver, identified as Jamal Henderson, 35, of Shelbyville, was not injured. His passenger, Charmenia Adams-Henderson, 25, was transported to LSU Shreveport for treatment.

This is an ongoing investigation and there are no further details available at this moment.

The crash is under investigation by Trooper Tim Grace, assisted by Trooper Sgt. Aaron Shelton.

November 2, 2022 - The following criminal defendants failed to appear for a mandatory court appearance in the 123rd Judicial District Court, Shelby County, Texas. As a result, a warrant issued for his or her arrest. Each Defendant is urged to contact the Court Manager, Erin Johnson, erin.johnson@co.panola.tx.us or 903.693.0315 to schedule a court appearance. Or, in the alternative, each defendant may surrender to the Shelby County Sheriff's Office, Center, Texas.

November 2, 2022 - (Submitted photos) - The intersection of U.S. Highway 84 and State Highway 7 East in Joaquin was the scene of a truck-tractor incident involving a lost load on Monday, October 31, 2022, at around 9:30am.

When emergency personnel arrived at the scene it was found a Leon Transportation LLC out of Round Rock, Texas hauling a load of compressed packing material had tipped over.

Texas Department of Public Safety State Troopers Keith Jones and Dustin Ramos were on scene assisted by Constable Precinct 3 Roy Cheatwood and Joaquin Volunteer Fire Department.

Once the debris was clear, the roadway was open again to regular traffic. No injuries were reported to have occurred.

November 2, 2022 - The Shelby County Commissioners have lifted the burn ban during their Wednesday, November 2, 2022, meeting.

This means burning can once again be performed in Shelby County. Citizens of municipalities may need to confirm with their governing body before initiating a burn.  

The water on East Lamar Water Supply no longer requires boiling.

November 2, 2022 - On October 27, 2022, the Texas Commission on Environmental Quality required the East Lamar Water Supply, #2100006, to issue a Boil Water Notice to inform customers, individuals or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

East Lamar Water Supply has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes. We have also provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of November 2, 2022.

October 27, 2022 - Due to a major leak and reduced distribution system pressure, the Texas Commission on Environmental Quality has required the East Lamar Water Supply PWS# 2100006 to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions).

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

When the boil water notice is no longer needed, the system will issue a notice to rescind the boil notice.

Representatives of Shelbyville First United Methodist Church gathered at the Commissioners' Court as a proclamation was adopted recognizing the 125th Anniversary of the church.

November 2, 2022 - The Shelby County Commissioners approved the addition of a full-time employee to assist the Elections Administrator (EA) during their October 19, 2022 meeting.

Elections Administrator Nancy Adams addressed the commissioners' court about the need of a full-time employee

"I do feel I need some help in that, there's a lot to do," said Adams. "Jennifer and her staff have helped me immensely. Debora of course has for the past year and will remain to do so, because I need to learn all of it and don't know any of it yet."

Adams elaborated on the many duties which will be involved as she takes on the new role of Elections Administrator, detailing why a full-time employee would be necessary. Jennifer Fountain, County Clerk, and Debora Riley, Tax Assessor/Collector, mirrored why it would be beneficial to have a full-time employee in the Elections Administrator office.

A motion carried to hire a full-time employee for the Elections Administration office, excluding health insurance.

The meeting was adjourned at 10:52am.

1. Pay weekly expenses.

2. Adopt the Proclamation recognizing the Shelbyville First United Methodist Church, on its 125th year of Service.

November 2, 2022 - The Shelby County Commissioners revisited a previous item designating $1 million split evenly to each precinct in the amount of $250,000 during their meeting held October 12, 2022. 

During discussion it was determined among the commissioners they would need more, and instead the amount was increased and their previous amounts were set to zero.

A motion carried to rescind the original motion in September to designate $250,000 for each precinct for equipment, totaling $1 million, and instead make an aggregate or composite lump sum to be increased to $1.4 million from the ARPA (American Rescue Plan Act) funds.

Commissioner Tom Bellmyer, Precinct 4, expressed a desire to have the AgriLife Extension building expanded with ARPA funds.

"That room really has a lot of flexibility to it, and I just think that it would really serve the agricultural family that we've got here in this county that we could get that building expanded," said Bellmyer.

Judge Allison Harbison agreed one of the great needs of the facility are restrooms, which would make the building even more usable.

The meeting was adjourned at 11:12am.

Joaquin City Hall Building on Tuesday, November 1, 2022 –

The City of Joaquin held a special called meeting on Tuesday to address maintenance issues. Mayor Frank Cooper and council members, Barbara Pridgen, Steve Cockrell and Cathy Atkinson were present for the meeting as well as, City Billing Manager Casey Davis.

Items requiring a vote included Items 6 and 7. On Item 6 the board heard that Terry Allen of Farmers State Bank had notified the council on issues involving a city loan application for the future repairs of Joaquin City wells numbered 1and 2. The loan involves using two city buildings as collateral in securing a 15-year loan for $168, 000 to repair the wells. The motion passed 3-0 to approve.

Item 7 involved an invoice from Center Glass Company for damages of a windshield of citizen Ricky Smith’s vehicle which was broken by a limb which fell from a tree on city property. The council voted 3-0 to pay for the damages Mister Smith incurred in the amount of $794.02.

After discussing possible items for their next meeting’s agenda the council adjourned their meeting.

November 1, 2022 - Commissioner Tom Bellmyer advises construction on CR 4123 is still in progress. The State is overseeing the bridge replacement on CR 4123 and Bellmyer will let the public know as soon as the contruction is completed.


September 19, 2022 - County Road 4123 located off FM 415 in Shelby County is slated to be under construction for the foreseeable future.

Tom Bellmyer, Commissioner Precinct 4, has announced a portion of the roadway will be closed for bridge replacement for an estimated three months. The bridge is located 1,827 feet from FM 415 at Bear Creek (Bear Bayou) near John Childs chicken farm.

According to Bellmyer, L.S. Equipment out of Henderson are placing their signage Monday, September 19, 2022, and the portion of the roadway to be worked on will be closed Tuesday, September 20, 2022 to begin construction.

Work is expected to be completed sometime in December 2022. CR 4123 has dual access to FM 415 and the other end can be accessed at the old Stockman grocery approximately two miles from the closed end.
