August 17, 2020 - The Shelby County Emergency Management office reports as of 10:16am on Monday, August 17, 2020, TxDSHS has reported no new cases and the cumulative case count remains 406. The death count is 14 for Shelby County. (The DSHS website dashboard shows 18 deaths for Shelby County as of Aug 5th.)
According to the state's algorithm to determine recoveries, 24 new recoveries were reported and the total of recoveries increases to 370. The number of active cases is 22.

August 13, 2020 - Two fire departments, law enforcement, and emergency responders were paged to two back-to-back crashes on SH 7 Wednesday evening, August 12, 2020.
According to Texas Department of Public Safety, the first crash occurred at approximately 5:30pm at the intersection of FM 711. A white 2000 Chevrolet pickup driven by Gary Gene Hubenak, 68 of Center, was eastbound on SH 7 and failed to control its speed striking the rear of a trailer pulled by a tan 2010 Dodge Ram 3500 pickup in front of him. The Dodge driven by Logan Holloway, 19 of Center, was slowed to make a left turn onto FM 711 when it was struck. The impact shoved the goose neck trailer into the back of the cab of the pickup causing damage to the truck and trailer. The Dodge truck and trailer came to rest in the left side ditch of FM 711 off the roadway. The Chevrolet pickup came to rest in the inside lane of the eastbound side of roadway.
Hubenak was transported by ambulance to Nacogdoches Medical Center - Shelby Emergency Department for evaluation.
Firemen with the Center Volunteer Fire Department and West Shelby County Volunteer Fire Department assisted with traffic control at the busy intersection while the scene was cleared. Just as emergency crews were clearing the scene a second crash was paged out with a possible entrapment.
The second crash involved a single vehicle and also occurred on SH 7 near the intersection of CR 1165 at 6:25pm. A white 2001 Ford pickup driven by Jeffery Snider, Jr., 21 of Center, was traveling east when he failed to drive in a single lane, went off the roadway to the right, and collided with a fence before striking an abandoned car. Snider was transported as well to Nacogdoches Medical Center - Shelby Emergency Department for a possible medical condition which is believed to have contributed to the crash.
Both crashes were investigated by DPS State Trooper Jesse Fountain. In the first crash, Hubenak was cited for failure to control speed. In the second crash, Snider was cited for failure to drive in a single lane.

August 12, 2020 - TxDOT crews will be seal coating Thursday, August 13, and Monday, August 17, in Shelby County on US 59 from SH 87 to the Rusk County line. Motorists are urged to reduce speed and obey all traffic control. Be prepared for alternating lane closures as this work progresses.

August 10, 2020 - A truck-tractor pulling a live haul trailer overturned on FM 2427 Monday, August 10 at 12:40pm and blocked the roadway until the scene was cleared at 5:20pm.
According to Texas Department of Public Safety State Trooper Dustin Ramos, a white 2014 Mack truck driven by Sheryl Tillar, 39, of Huntington, and owned by Tyson was traveling north on FM 2427 when it left the roadway to the right approximately 1.5 miles from FM 139. After overcorrecting, the truck-tractor overturned onto its right side spilling its load.
The driver was transported to Nacogdoches Medical Center - Shelby Emergency Room by ambulance for possible injuries. A citation was issued for failure to drive in a single lane.
Assisting on scene was the Shelby County Sheriff's Department and the Shelbyville Volunteer Fire Department who helped with traffic control with the crash scene was cleared.

August 10, 2020 - Shelbyville Volunteer Fire Department was blocking FM 2427 at the intersection of FM 139 to all large vehicles until the roadway was cleared of a crash incident Monday, August 10, 2020.
The roadway is clear and open to traffic once again as of 5:20pm.

August 10, 2020 - Shelby County Judge, Allison Harbison joined several county elected officials from the region on July 29 for an online video conference with state Sen. Robert Nichols.
The Texas Association of Counties (TAC) organized the event at the request of county officials from Nichols’ Senate District 3. These luncheons are usually held at a local venue, but because of COVID-19, TAC hosted the event virtually through an online platform.
“We prioritize the safety of our members first and foremost, but we also strive to provide them and lawmakers with timely and valuable information,” TAC Executive Director Susan M. Redford said.
“We know county officials have some common concerns they want to share with their legislators and these kinds of gatherings have proven to be one of the most effective ways of doing that,” said Noe Barrios, TAC’s legislative director.
Judge Harbison said she appreciated the opportunity to hear directly from Sen. Nichols about his position on actions taken by the Legislature during the 2019 session and what Nichols expects to address when the Legislature convenes in January.
The senator shared his concerns about the Legislature’s inability to conduct interim hearings in person due to COVID-19 restrictions. Also related to the pandemic, Nichols said that 70 different federal agencies are currently sending funds into Texas, and the state is attempting to track and account for those various transactions.
He shared that Texas Comptroller Glenn Hegar has advised the Legislature to expect a $14 billion loss in revenue to the state with a $4.6 billion shortfall in the current budget. He compared the state’s budget woes to the 2011 session, saying that the current situation is actually worse.
Nichols also advised county officials that there will need to be a special legislative session next summer to take up the Legislature’s mandate to redistrict congressional and state legislative districts. Because of coronavirus-related delays with the federal census, the data necessary to draw new district boundaries will not be available to the Legislature until after the regular session is over, Nichols said.
During their discussion, county officials shared their views with Nichols the implementation of various provisions of the property tax reform legislation that was a central focus of the 86th legislative session. Some of the timelines set out in that legislation are out of sync with timelines in the county budget process, they said.
County officials also conveyed their concerns about the value for county officials and their associations to be able to communicate with legislators. With more than 9,000 bills filed, officials and the senator expressed the necessity for having someone to help county officials monitor the impact of that potential legislation.
The Texas Association of Counties works to unite Texas counties in search of solutions for challenges faced by all counties and to provide services to support county officials in the vital work they do for their local communities.
